Basically someone who sits in a nearby parking lot and snitches on any car that is in the slightest violation of the parking lot rules for a business to hail a tow truck that's just waiting around the corner to hook it.

No, but with a caveat. Tow spotters are, in theory, helping the owner of a lot maintain the utility of that lot for their guests and customers. Like it or not, these lots are private property and the owner of that property decides the rules. You're no more entitled to park there than someone is entitled to park their car in the middle of your lawn.
When it is done properly I have no issue with it. The caveat is that weak regulation means that in many cases it becomes conflicting reports between the car owner and tow driver which opens the door for exploitation in ways that should not need explaining.

It's usually just a syndicate between the business, the tow company, and the spotter. They're all just splitting the take and the tow operators are being as asinine and unreasonable as possible to ensure they get the biggest payouts.

Tow drivers who work commercial parking lots should be shot on sight. They're not all bad people but the margin of error is so slim that it's worth the overrun.
Nothing against roadside and residential guys but if you open a parking lot to the public and then get bitchy about people not parking exactly according to your insufficiently posted rules then there's a moral imperative to prevent companies from doing business with you.
t. never been towed but lives near a couple of notorious scam lots

A lot of tow drivers are also unscrupulous as hell. Like rolling up to accident sites and camping, waiting for a chance to hook and tow people to some fly-by-night garage that will hold the victim's car hostage.
