Like it or not, these lots are private property and the owner of that property decides the rules. You're no more entitled to park there than someone is entitled to park their car in the middle of your lawn.
When it is done properly I have no issue with it. The caveat is that weak regulation means that in many cases it becomes conflicting reports between the car owner and tow driver which opens the door for exploitation in ways that should not need explaining.
