Manufacturers quickly figured out that a flimsy plastic moulding would do the job at 2.5mph, with the actual crash "bumper" structure buried behind it. When you crash at a few mph the car is technically still "driveable" and is "undamaged" so it's 100% legal and fine even if the computer throws a fit and forces you into limp mode
