You really have to run these spacers at a minimum if you de-cat your shit. A lot of vehicles run rich when they detect something's up with the cats. It helps but it still fucking stinks. Modern vehicles are constantly changing the fuel trims at idle vs a static a air/fuel ratio with a carb.

When I had Suzuki Samurai I installed cat despite not having it from factory. Had softtop and fumes where all getting inside.
Cat was not too happy on carb, when bogged down it would start glowing red hot but it did cut fumes significantly, didn't notice any drop in power since it was from much bigger car.

You don't have to live in CA to deal with CA emissions bullshit. Something like 16 other states follow CA standards and even if you don't live in one, most cars are built to meet CA requirements since it's not worth making different models for different states.
