It was originally invented for industrial, farming, and mining equipment that used to literally be powered by horses. It's actually supposed to be based on the amount of work a horse could do in an hour rather than peak output - so for example a crane with a 1hp motor was supposed to be able to lift the same weight over an hour as one powered by a single horse walking in circles.
