II bought a secondhand car from my friend and i didn’t drive many years how should i pick the driving skill up again by myself.i don’t have enough money to let coach help me.what’s the perfect time to drive alone on the road when it’s safe in a day

I'd say find an industrial estate in the evening when all of the factories and warehouses are closed and drive around there. Then move to suburban roads like in your pic during the day. Mid morning. Normies will be at work, druggies/alchies/layabouts will be asleep and the old and retired will have got to whereever they go because they wake up stupidly early.
