I'm trying to program a new key to my 2008 Buick Lucerne and I cannot get it to fucking work.

If you're trying this because you lost all of your other keys, you're not having a good day. If you still have a key that works, there is usually an overly complicated way to teach your car to accept the new key. Totally doable without the dealership.

If you have no working keys, you might have to go to a dealership and have proof in hand that you own the car. Not ideal.

I already went to a dealership and got a new key. It was only $100 compared to the $325 a locksmith was asking.
I'm trying to teach my car/program the key or whatever and I must be missing something. Or they did they key wrong? Idk.
I'm supposed to turn the car on for 10 minutes then turn it off, then on again for 10 minutes then turn it off, then on again for another 10 minutes
3 times. I'm not sure what I'm watching for or if I'm supposed to do something first or after I guess, but the car isn't starting after at least 4 attempts. Very frustrating.

1. Insert the new cut key into ignition cylinder and turn it to the ON position. The security light on the dash will light up and stay on for about ten minutes. When the security light goes out, you have one minute to start the next step.
2. Turn the ignition cylinder to OFF and then back to the ON position. The security light on the dash will illuminate and stay on for ten more minutes. When the security light goes out, you have one minute to start the next step.
3. Turn the ignition cylinder to OFF and then back to the ON position. The security light on the dash will illuminate and stay on for ten more minutes.
4. After the security light has gone off for the third time, turn key off and remove from ignition. The key is now programmed and all other keys have been erased.
5. Insert key and start vehicle to test key.

It is not common to be able to write immobilizer transponder data to a blank key with your car, but it is possible in most cars to get keyless entry or central locking remotes to sync with it.
Flashing immo icon on your dash tells me your key is truly blank ie just a physical key, or the chip is unconfigured and there's nothing for the key coil/antenna to read

Just for fun, try pressing your old key fob on the key slot as you're turning the new cut key

It's not GM specifically, keys with an RFID component to help prevent theft are a thing. I had a 2003 Focus with only one key, and was disappointed to find that without going to the dealer and paying more than the car was worth I would need two fully functional, recognized keys before I could program a third. So basically, if you only had two keys and lost one you were SOL.

Likely you have a bad module (the reader for the system) or you just need to do the first step, and wait. Try this first, turn to accessory on for 10 until bitch stops blinking. Wait another 10 fore retrying. If this repeatedly happens it's likely your immobilizer module is shit gone. Or, there may be other issues going on (which I don't think is likely), maybe you just need to not turn the IGNITION on, rather the ACCESSORY on.

Try checking the fuses, narrow the problem to either user error or component failure. The vehicle is an '08, the immobiliser is likely to be fucked by time. That would be a genuinely costly replacement without a dealership-specific tool.

Sure, because I didn't just go through this same thing buying a new key through the dealer. it came preprogrammed to the immobilizer and starts the car, but the fob portion had to be programmed to the body module before the keyless entry would work.
