What's the absolute best, cheapest scanner you can get for pennies on the low? I've seen a couple going for sale on Amazon for as low as 15 bucks. My buddy also bought a Hyper Tough from Walmart when his Snap-On scanner wouldn't clear the codes on a Jeep Grand Cherokee.

I've used $5 generic ELM327 or whatever readers before but they either die or become flaky as fuck and hard to connect to the vehicle or your device. I splurged on one of these and it's been fast and reliable so far.

Then why not get the same one if he had success with it?

You have to search chinkshit+ oem brand. Generic scanners read ECU only.

holy shit this might be a god send of a thread for me. Does anyone know shit about hacking into an ECU for a 7th gen honda? I bought a car pi hat and I'm interested in mining data off of it, but I hear that to even get that data you need to bypass some car manufacturers obd2 since all it does is spit out emissions related stuff and not give exhaustive details.

CM accord? I can tell you what the CAN pids do if you give me a few mins.
also there's a backdoor in the OBD port that lets you read out the ECU and change arbitrary RAM. 0x8282..

A paperclip to jump the ODB port and read the code on the dashboard lights.
Your fingers to pull the ECU fuse and reset engine codes.
Total cost: $0.01 for the paperclip.
