Buying a used car at the floor price means you cucked the original owner, they took all the financial loss while you scooped it up for cheap, you can always resell it for pretty much what you paid for it. Even basic 20 year old camrys have a base price that they dont go under if they drive.

There is no winning with car ownership. The best thing is to lease or buy pre owned with good credit and walk away when they don't give you a discount or upgrade the package. Which you'd be lucky to find now. The process is as follows: lease new cars, finance cars that are 3 to 5 years old and buy whatever cars are older than that from a single owner.
