the only thing you should be hearing from him is whether or not he will be handing you the asking price in bills. anything beyond that is mumbling they should keep to themselves. when you approaching selling this way, the process of selling in general becomes quite less stressful

That's the peak of sus. The only thing he needs to do is go to the tax assesor/collector office and get a title transfer form, alternatively print one off the internet. Then he brings it to you with your money. You fill in your parts of the title transfer form and sign the title and give it to him when he gives you the cash/the check clears/the venmo goes through/whatever.

Is this how it works in the US?

In Poland if you buy a vehicle you haggle over the price, sign a hand-written document confirming the transfer of car of brand, model year, vin number from one owner to the other and with this signed document you drive home and insurance is transferred with the car ownership to the new owner. You 2 weeks to notify the local government about the purchase and a month to get it re-registered to your name which right now just means printing a new registration certificate (you keep the plates if you want)

Varies by state in the U.S.
Ive had vehicles with original California plates from the 60s because in cali the plate belongs to the car.
In nevada the plate belongs to the owner and when the car is sold the new owner has to get new plates.
Some other states you can choose to keep your plates and put them on another car or they can stay on the old car with the new owner.
But we also have vanity plates that could highlight a lifestyle (like fishing) or cost extra with proceeds to a charity (cancer research) or military veteran plates (usually free).
