I was hiking some town outskirts the other day and found this metal object. I was curious if anyone knew what it is?

here's a close up. it seemed hollow like maybe some ballast for a boat? (it is only a couple dozen miles from a body of water). I don't really know what it could be though...

well cap for a drilling well (natural gas?) is my guess
