After a week at Yellowstone I'm convinced the buffalo know exactly what's going on, they intentionally cause traffic jams just to get tourists to feed them, and the big males especially enjoy blocking off traffic then parading along the stopped cars just showing off.

I wish I would have gotten a pic but the one traffic jam I was in was just this one giant male buff that did his best to work his way in at a bend in the road and then strolled up the road on the right side of traffic just parading. He had a giant booger hanging out one nostril and just so content in his knowledge that he was the alpha herding a pack.

I watched a buffalo give birth and all the bulls were super aggressive and protective. this was at the zoo in Montreal and they were pushing up against the fence rails trying to threaten us and get us to move away. shit was fucked. I was like 6 and remember it vividly.

I've been face to face many times. Most of the time they are very chill but you never know...especially during the rut like the bull on the OP pic- when they are trying to get some they become very ornery and mean.

I bet the ones in Yellowstone do. The ones at my local state park are fed by the park (my state runs a husbandry program there to support larger herds' genetics) so they don't really give a shit about the visitors' cars.

In my experience they're pretty tame animals, but I still wouldn't tempt fate against a half ton bovine. I've gotten pretty close to them, although always with a fence or car door in between us, and never had an issue. Just don't surprise them, start making sudden moves, or test them if they're looking upset. Granted, the places I've run into them were parks with a decent amount of traffic, zoos, or ranches where they're used to humans, so your mileage may vary.
