You called the police, but imagine if thousands of calls were made to the Los Angeles Police Department. They wouldn't be able to stop that because, by law, they need to answer every single 911 call. Otherwise, if you don't answer the call, and let's say you get raped or something, then what? You could say, "Don't come." "Actually, I'm on the 911 call, but don't come." They can't assume that they shouldn't go because you could have been coerced into telling them not to come. I mean, I can only imagine what would happen if someone actually did this.

They're essentially doing baiting tactics like that already by just moving he protest outside the curfew zones, which then renders the police blockades useless. If this keeps up for weeks/ months though it can cripple the economy.
