Only people at 18 years of age or older might get conscripted for 1-year mandatory service, which isn't even on the frontlines, but merely training stay at local military compounds. And the sifting process is thorough, we don't take in retards, amputees, or people with serious health issues.
Once you've serviced your 1 year of mandatory at the regional compound, you're free to either enlist as voluntary under a paid salary contract with DoD/MoD, to enlist in governmental structures such as police force or special forces (depending on your achievements during the mandatory training), or to enroll in the university in case if you haven't been doing that before the mandatory service.
Universities/colleges automatically accept those who fully served their mandatory term and had freshly "demobilized" (essentially had a "prom"), if you're a freshman 1st year, or you'll automatically be able to continue your studying at whichever semester/year you've left when you were conscripted to serve the mandatory. In many cases, you're completely exempt from being conscripted even if you're 18 years or older, for as long as you're studying at the university of higher or top tier (like MSU).

These are mostly being gathered from trained civilians (like hunters, bouncers, hired guards/protection services, etc), well shaped or government service people, like the aforementioned freshly "graduated" mandatory 1 year conscripts. After your servitude in NGR, which usually lasts from 2 to 4 years, you're able to attempt to enlist in full-term military forces of higher ranking, special services, or even the elite units, or, well, become an officially issued mercenary, like a Wagner one.
