No, Athens was not a "full democracy"; women and slaves didn't have the right to vote. Only a subcategory of the populace was given the right to vote. This subclass had to represent the interests of the unrepresented parties (women, slaves), too. We (civilized, educated whites) call that a "republic". Thus both Rome and Athens were democratic republics.
