Fascism is the end state of a civilization. It only breaks due to outside competition. In no other time will it fail. China is well protected by mountains and a desert and cold ass mountains and rivers. So a society can settle. All societies will turn fascist. It's just physics. Think of all of reality as a river flowing roughly the same way with different parts with slightly different angular momentums and spins and speeds (I know it's redundant).
There are more solid parts of reality where crystalization has taken place where parts that "fit together" start binding up and growing, the rest of reality will start taking the weaker parts off as it grows eventually you end up with something like a sphere.
