Collapse? No it won't. Decline? Sure. Civilisations rise and fall, but it's not like in the movies. It's just a decline in quality of life, public safety, availability of goods and services, social order...
Look at some south american nations, that is what the end state of a collapse is. Cartells, a lot of crime, povery, lack of opportunity... that is what awaits china, america, and many european nations if we don't get our shit together.
But precisely because these collapses happen slowly, there is always the posibility of things going on the mend. History has examples of collapses, declines, near misses and miraculous recoveries.

The ability to alter human birth patterns has existed for a long time and has never caught on. Just because tech makes it possible to do something a certain way doesnโ€™t mean it will have widespread adoption. Programs like what you describe will not happen quickly or maybe not happen at all.
