Iran has been theoretically capable of building one for a long time, but had a policy of not actually going through with it. Similarly they intentionally restrict the range of their ballistic missile designs to allow them to reach Israel, but not further away so as to avoid posing a threat to the west. As can be seen by their very weak/measured responses to Israeli aggression, they have no interest in war and actually are far from the unhinged religious lunatics that neo-con Jews have been claiming them to to be for decades now.
