My uneducated impression is he's basically just doing whatever he wants.
He doesn't know anything about foreign policy, the economy, the military, trade, etc.. The things he's focusing on now seem to be centered around two key points: stuff that personally benefits him (insider trading, fucking around with tariffs, rich-tax-cuts, getting donation money, selling shit to his retarded followers, increasing the pentagon budget, signing 200+ executive orders, selling state information, his shitcoin) and revenge (cutting funding to universities and medical research, fire as many government employees as possible, deporting foreigners who criticize him, fucking with California, fucking with Canada, suing journalists, kicking out journalists from the whitehouse, etc.).
They had 8 years to impeach him, he kept testing his boundaries, he quickly found out there weren't any, so he's just doing whatever he wants. He's made at least 2 fox news hosts heads of state departments. Trump is very much "African Président" coded.
