I think they are worried about retaliation from USA and other nuke holding countries. Also China and Russia probably tell them to take it on the chin as Russia cant afford sending men to aid them, and China isnt ready to invade Taiwan which Id imagine would be the world signal for China's allies to attack as well. They ignore big brother Russia and China they lose their backing, thus any protection from a full invasion from USA and Isreal, along with other countries.

I think china renting that port in isreal presents a vulnerability, so weapons testing has to occur away from fragile chink equipment. Iran is a brics nation so it is possible china negotiated a human test contract on their behalf not a country known for holding human life in high esteem.
