If he ventured to say this, why wouldn't he just say who it is? Perhaps, on the contrary, playing up the idea of a shadowy cabal is useful to the ruling class because it absolves them of responsibility for their self-dealing, malfeasance, and incompetence

Just different terms to describe what is essentially the same thing. The ruling class isn't a single individual, so in order to come to consensus they have to have their own organized meetings, which they do at things like the WEF which the lower classes aren't allowed into. That's where the real decisions are made. Who you vote for doesn't get to decide anything. They're just the figurehead who sees that it gets carried out.
You, as a voter, are not a policy maker. You are a policy subject. Picrel.
