That's bullshit, a president has to take responsibility for the things that happen during his administration. A better president would have talked Israel out of this, or been of a reputation where they wouldn't try it at all.
An attack from our adversaries is not so much our president's fault - we don't control them. But we do kind of control our allies; their major operations that could start wars we might be dragged into should have to be okayed by us.
