Non-test nuclear strikes have been performed exactly twice ever in history (Nagasaki and Hiroshima) when the US had a monopoly on the technology. Absolutely nobody wants to invite the precedent of using them in a world where multiple countries possess the technology. If anybody ever tries to use nukes, they’ll likely get glassed by every other country with the capability of doing so immediately.
