Hypothetically yes they could.. There's a significant minority of them that are smart and conscientious enough. But it would require eugenic methods they would never do and people would be uncomfortable with forcing. Anyway as a race they have other redeeming qualities ---music, sport, joviality (I'm being sincere) and I would like to live in harmony with them. The problem is we pretend all races are the same so their criminality and underachievement is excused (i.e. blamed on whites) so no progress can be made.
