They could be shot down, but that doesn't seem like a practical solution, any weapon capable of targeting sattelites in orbit would be way more valueable than any of those sattelites.
With those limited few anti-sattelite weapons being reserved for bigger spy sattelites n other shit of geostrategic importance.
