This is fake and retarded. There are no blood vessels that go to the enamel of the tooth; it's a solid mineral. You can't heal that once it's been eroded because your body literally can't get nutrients to it.
But fun fact: There was a vaccine for Streptococcus mutans, the bacteria which causes cavities, in development. More accurately, there have been several attempts at developing a caries vaccine, but none have made it past phase 2 trials, and none have received FDA approval for human testing as a result.
