Sweden almost certainly already had individuals doing this sort of work previously.
The same was likely true for Canada, before the official formation of CSIS, and for the USA before the foundation of the CIA.
Multiple Swedish novels hint that there were already government organizations in or connected to the government doing intelligence work.
