Apparently they should work in a vacuum somehow (I can't remember who or what told me), but without air convection the chamber will overheat. In outer space the bullet will just enter a slightly elongated orbit or fall back down to whatever body you're orbiting depending on the way you shoot it. So yes, Mars warfare between American and Chinese colonies is possible.
