War is no longer about the strength of the nation, but about the strength of its economy, education of its people and relationships with the rest of of the world. A lot of these countries couldn't produce the weapons they use in war. It requires material and skills from all over the world. If you are constantly being sanctioned you have to deal with building inferior weapons to those who have access to global markets. Israel has access to the largest markets because of their relationship with the US.

Which are worse than NATO weapons. America can pull technology and skills from some of the most educated and wealthy nations on the planet. The Russians can't. They build their weapons to last and be cheap. Which forces them to make trade offs in performance. Also Iran isn't that wealthy. The constant sanctions means they don't have as much money to buy weapons. They have to sell their oil at a discount to China because China knows they don't have anyone else they can sell to. Also with the Ukraine war they have to think about if they can purchase enough weapons for their future needs because Russia will want to hoard future production for their war. Its also questionable of China will sell their weapons as I don't think they want conflict in the region as well because it will jeopardize their oil supply.

I can remember at the beginning of the ukraine war, russia took down all airfields, sams, radar, etc... one day one and two. But ukraine reorganized and the special operation is still ongoing...
Difference is, in ukraine a big not unified state attacked a small unified state.
Iran/Isreal, there is a big unified state against a differted small country which people allready living in constant fear of getting blown appart but by some random hisbolla rocket... Support might not be sufficent to withstand a full open war with iran...
