A lottery is the only fair way to decide a leader without bias, as long as the lottery has an equal chance for each candidate and hasn't been tampered with. The will of God works through random chances, so winning a lottery means it's what God wants. On the other hand, democracy only determines what man wants. Therefore, a lottocracy is the perfect form of government.

i've thought about this quite a lot years ago. i thought it was the only good and honest way to get people into power. i eventually decided that it would get a bunch of retards in power that have no clue what they're doing. no idea of how government functions. just passing bills for big pharma and such. like you wouldn't have a lottery for oil rig workers. this shit could never work.

I've had this idea before but I called it a draft.
Eligible citizen should be entered into a nationwide draft system and all of our public representatives should be choose at random through that draft system.
Eligibility would be determined by a series of tests all American citizens would be required to take sometime in their mid to late 20's. Any and all candidates that meet a minimum threshold would be automatically entered into the draft. Thresholds would include things like: raw intelligence, aptitude for leadership, rigid ethics, moral soundness, problem solving abilities, etc.
