Nobody declares war now because of treaties and shit, they just do military operations or other various synonyms for war so it isn't "technically" war because documents weren't signed that declared it as war. This is why world war 3 will never happen, a literal impossibility. People might get to nukes some day, but it still would not be officially a war.

No one can "win" a war anymore back like they did in WW2.
It will just drag on till public opinion gets bored and stop giving a fuck about it and they'll cease the aggression.
