Farmers and corporations just don't want to bother getting those for their laborers because (1) it costs money, and (2) those legal workers have legal work rights. But farmers and companies like Hormel would much rather have a bunch of illegals that can be told "go home to die, Pedro" when they get sick from pesticides or prion diseases like the following:
