The regime needs the military's loyalty to remain in power, because it doesn't have popular support.
This means it must curry military favour by offering privileges to its leaders. Then, it needs to turn the leaders who can be bought against the ones who can't, purging the leadership that aren't loyal to the regime. Those purged are then replaced with people either from within the political circle, or within the military's lower ranks, who demonstrate either loyalty or a willingness to be bought.
This cycle repeats constantly and slowly weeds out the competent leadership, replacing them with inept loyalists.
A poorly-led military isn't combat effective, but these regimes rarely have external enemies they actually need to fight, and so the army exists as a state police force to keep the regime in power right up until it's tested by a distant adversary like the US or Israel or NATO or something and demonstrates its inadequacy.
