only having 2 kids isn’t stable beyond a single generation, it’s literally more stable from a national standpoint to subsidize and encourage single moms with 8 kids than cater to a dying 2 parent 2 child household. throughout history we also had grandparents in the house to help with child care

The real decline in birth rate happened in the '60s when effective birth control became cheap and widely available. The birth rate dropped by about half in less than 20 years. It has been fairly stable ever since then.
