Wasn't the goal or the cause of the war, Napoleon III in an effort to establish a clerical mandate managed to negotiate their sovereignty over Christian in Palestine with the Ottomans. This pissed off Russia (who for religious and commercial reasons wanted closer ties than the French with the Ottomans and the Holy land, and also just hated Napoleon) who then started building up against the Ottoman territories in the Balkans.
