It didn't work exactly like that. Some people supported the Mullahs and his group were the most organised and best placed to take over after the Shah fell.
The Shah was too liberal to appeal to the nomadic conservatives (whose lives he sought to change via urbanisation) and not liberal enough for the middle class.
