They learned from Sweden, that good educational reforms bear fruits in long term. With that, they got VERY skilled workforce, which allowed to create state-of-art niche tech companies. One of most famous are Nokia. But there are others, like Kempi (manufacturer of welding equipment).

Things started to go more south in nineties, when after collapse of Soviet Union they started to import Third World. Soviets started to send somalians and ethiopians which they had at time to finish borders, and for some reason Finland accepted them.
