I don't really know much about the inner democrat party politics during this time which was decades before I was born, but JFK himself may have had little to do with this decision. The two men had little in common and probably didn't like one another. But LBJ was a southerner and this was an asset for JFK's campaign to try to win some southern support. Look at Trump and Pence for another example of a campaign ticket of two men who don't really like one another. They at least tried to pretend to like each other, but that fell apart after J6 and never recovered. But this is a moot argument anyway since BOTH Trump and Pence clearly are both Shabbos Golems.
