that's the best we could do with the information at the time. we didn't have internet for iraq war 1.0 and it was in its infancy for iraq war 2.0. we got the 9/11 report eventually, but it said nothing useful. the news said it was osama bin laden in afghanistan and so in response we attacked iraq- again. the reason why was never made clear. oil, seemed like a likely reason.
