"The "Nazi white flag trick" refers to the historical tactic of using a white flag to feign surrender and then ambush opposing forces once they approached. This was a deceptive maneuver employed by the Nazis, as white flags are internationally recognized as symbols of truce, surrender, or a request for negotiation. By falsely displaying a white flag, the Nazis aimed to lower the guard of their adversaries and gain a tactical advantage. "

It's not a declaration of surrender, but a recommendation.

Not sure if the Germans really used it, at least not since Roman times, but the false-retreat is one of the hardest manoeuvres to accomplish. It requires your men to be so in control of the situation that they can fight the enemy and fall back while feigning loss, without actually losing, to gain a new position while being pursued ? Very difficult, requires impeccable morale and movement.
