Russia was such a paper tiger in WWI because they build almost nothing themself except decades old small arms and small arty. And everything good and new was imported while in a real war you lose your entire armory stock pre war 10-100 times in the war so you MUST have the knowledge and resources to produce it yourself or else it's just a show only good for a military parade and not actual war.
