Formally it's a religion, but the religion serves as a centerpiece to a culture which assigns itself an ethnic identity.
The core of that ethnic identity is the idea that you are only a member of that ethnicity if your mother was, and thus an obsession with both controlling their women and selectively pairing their women off to preserve the genetic purity of their race.
In practice jews have interbred with virtually every host-nation they've been in (which is countless) and thus are rarely genetically distinct from other locals, and the ethnicities that make up the jewish faith are incredibly diverse and varied. But they all see themselves as being of the same fundamental ethnicity because they share their culture and their religion, and because their culture says that in order to be part of the religion you must be born into it.
This concept is important to them, because the core of the jewish identity is the idea that they are descended from a few key progenitor figures in their religion and through that descendance have inherited their relationship with their god.
