Anon is correct. Some products that produce a lot of vapor at atmospheric conditions have a floating roof to minimize that behavior.

Other anon is asking a valid question... why not hit pumps, fired heaters, compressors, controls? That stuff is really long lead. Tanks can be nigger-rigged out of anything (it's not ideal, but it works). Try nigger-rigging a gas compressor or a PLC.
