For most cases, no.
The biggest issue will likely be information parsing, there'll be actual NPC that all "think" exactly the same and "reason" in the same way. People that actually learn information and learn to apply their information might have an edge in most people.
That being said, maybe not. It's sort of romantic to think somehow creativity isn't replicatible. I don't see how it is, but it doesn't mean it isn't. I don't see how humanity looks in 25 years, I cannot accurately foresee what skills and intelligences will have any use in a post-brain implant world. I can guess, I can imagine a world of mostly machine minded people that don't have original thoughts and feel mostly comfortable being voice boxes for the implant in their heads while some minority have implants and use them sparingly and are able and prefer not referring to it for every little thing.

Look at the impact phones and instantly accessible information have already had on peoples brains, attention span, and critical thinking skills. It's a microcosim for the problems of outsourcing memory and thinking to non-biological means. Even if stored locally in the body it would be a distinct storage medium would inherently be separate from the self in a way our own brains are not and that's not even considering bias in the databases used in conjunction with diminished critical thinking.
