Good people come in on h1bs, but the vast majority are south Asians who make minimum wage working for Amazon/microsoft/oracle, doing jobs that Americans could easily be trained to do. Once they’re here they apply to every single job they can find, so recruiters have to sift through thousands of nearly identical resumes for every job they post. And then once they do manage to squirm into any kind of hiring position, they proceed to only hire others of their own race or caste.

But there's already the F1 visa for education, and the E1-3 visas for valuable workers. H1B sets the low bar of only requiring a Bachelors, and allows for exploitative working practices because it's temporary, it's a non-immigrant visa, you have to keep your job or you have to leave the country.
