To understand the Samson option, you have to understand the Samson story.
Samson had been captured by the Philistines, and blinded, but God gave him his strength back for one final act: To grab the pillars of the Philistine temple and pull them in on each other, collapsing the temple on top of everyone inside.
Samson didn't get his strength back and then start beating up each individual Philistine in the temple.
He pulled down the pillars, and the temple killed them all at once.
So Israel doesn't have enough nukes to target every country on Earth or enough nukes that the fallout from what they did use would kill off everyone else.
... but the US and Russia do.
Those are the pillars.
So what is the Samson option?
To get the pillars to collide together and destroy the whole temple in the fallout.
It is triggering a NATO/Russia exchange.
Not Israel nukes France
but Israel attacks Russia in such a way that Russia retaliates against France and the rest of NATO.
if Israel used all its nukes on the entire rest of the world it'd be like, 100 warheads.
But if Israel gets the US and Russia to go to nuclear war with each other.. that's 3000 warheads at least... over 10000 if both countries stop adhering to Nuclear Arms limitation treaties, which we've begun not adhering to anymore.
