This is a very old white man way of war dating back to the crusades. Make your enemy seem like a undefeatable monster that only you have the knowledge and courage to stop. Thus when you do win everyone look at you as a world saving hero. It worked well until world war 2, we actually had to fight, every war since has been a disaster.
