Yes they are.
There are bosses bossing wokers. The workers produce. The workers receive sustanance and what remains if the profit of the bosses. Some of this gets invested, the rest consumed by the bosses.

Monarchism is a form of government, and communism is an ideology. The terms are from different categories. Modern Russia has no ideology, and its form of government is aristocracy, where aristocrats are the heads of special services, media, the army, directors of strategic enterprises and their families. However, I share Jean Bodin's views on the nature of the state and believe that any state is an aristocracy to one degree or another.
