Hitler’s speeches and the entire nazi platform was more relevant to Germany and its identity as opposed to anything else. It’s the same reason the party never really existed outside of Germany and states with German identity.

It would be more accurate to want Benito Mussolini’s words known all over the world since fascism was much more vague and not inherently tied to a single culture for the ideology

They did try this. They had a couple specialized extermination and anti partisan units that had a ton of foreign volunteers from now German controlled territory. The Einsatzgruppen would be the most well known, but shitty little part a units like what the Canadian nazi parliament guy was part of where far more active.

Generally the SS was disliked by the wider Wehrmacht for a number of reasons and the men from those units also started to have issues carrying out orders since running extermination sweeps will eventually just get to you. The anti partisan volunteers would constantly move around be formed reformed attached to units removed from them and as far as most reports state where generally useless outside of being ultra nationalist with an axe to grind. Only to turn tail and run when it was clear the war was over and tried to get to the west to avoid Soviet revenge.
