Why bother? there's far more valuable lands when it comes to resources, it wasn't a strategic point either, remember they thought there was nothing to the west and pure frozen tundra to the north, Africa and Asia were far more important at the time.

Ireland wasn't suitable for the type of crops the Romans liked to grow, there were closer and easier ways to get metal ore and it lacked wealthy cities for trade. The Irish were also not a threat to Roman rule

In short they didn't see it as worth their time.
