The Shah had always been there, for millenia.
In the 50s he had a prime minister under him, Mossadegh or something. The UK and US disliked the PM so they had him removed and replaced with a weaker PM. Over the next twenty years the Shah began ruling more directly, rather than as a constitutional monarch as he had in the past. Eventually he went too far and was deposed in the 70s.
